Strictly speaking, these IPs aren’t 100% native residential fiber setups; they are commercial broadband circuits physically hosted inside datacenters but mapped securely. Most databases tag them as Residential, and Windstream / RCN are standard US residential backbone carriers. Budget weights pull optimal returns; qualified as optimal mid-end residential endpoints.
